IPSEC missing on XP pro

I have someones laptop with xp pro. They use ATT dialer to connect to the internet for work purposes. When starting the dialer , it says it needs to have IPSEC disabled, no big deal Ive disabled it before on other laptops.
I know IPSEC Policy Agent lives in Services, but when I bring services up, guess whats not listed...
Any ideas on where it went to or how can I get it back?

In the Recovery Console you might be able to use the ListSvc command to see what is going on.

Listsvc displays all available services and drivers on the computer. You also have the Enable and Disable command too.

Enable or Disable, enables or disables a Windows system service or driver.
