IPS call forward to cell

Incoming trunk calls to an extension are being forwarded out another trunk line to a cell phone using the No Answer/Busy feature. This works, however outside trunks are not being released by PBX resulting in two hung lines that need to be manually reset; these are copper trunks coming in through 8COTS card. Is there anything that can be done about this?
 
You probably have loop start lines, which do not provide disconnect signal. Your options are to call your carrier and request they change them to loop start with disconnect, or switch them to ground start which will require system programming changes.
 
Ok so both options require changes by the CO, not sure they provide this feature, will find out, thanks.
