IPS Automated DST Change 2

I want to automate the time changes on our PBX. We are in the PST Time zone. I looked this up in the feature manual. Here are the changes I made.

Cmd 438 DE 00 DE 0320 EXE
Cmd 438 DE 00 DE 1110 EXE

The manual also mentioned CMD 6731 and 6730 but I didn't understand this very well. We are using change pattern 00/01 but I was unsure what Location number to assign that to. I may have interpreted this incorrectly so I was hoping to get some advice on this. Thanks for your time.

I apologize in advance if this is a stupid question, but where is the NTAC NEWS link or website?
 
I have the feature and commmand manuals. I have setup the data in CMD 43 already. My question is on CMD 76. I don't understand what the Location Number it is asking for. I'm not sure if I need to program data at this location as well or if just by setting up CMD 43, everything is ready. CMD 08 doesn't seem to apply since we only have one site, but I may be mistaken. Thanks,

 
Set 6731 location 00 to a 0 and leave 6730 alone since we are in standard time right now. Since you only have one site the defult location is 00. If you had other sites tied back to this switch via IP you could tell the individual locations whether to follow this programming or not with 6731. Good Luck!!
