IPOCC and Salesforce SFDC Permission issue

We have an issue with a customer we have upgraded to Server edition and are in the process of implementing IPOCC with the Salesforce CRM Plugin

We have installed the Avaya Salesforce plugin with IPOCC and it works
The issue is the permission required in Salesforce to get this to work

It seems that, for the phone section to work, a user must have 'View Setup and Configuration' as a permission within Salesforce. This is an admin permission and shouldn’t be given to users.
Has anyone else installed the plugin and know if there is a way to get around this permission or had a similar experience
As we can not proceed if this can not be resolved
Can you advise what security permissions are required in salesforce to allow the user to logon to the phone system?
Any help would be appreciated as the Avaya SFDC documentation does not list any notes about the Salesforce permissions

I had this myself at a site. The SFDC user did not have something like 'Console User' in Administer > Manage Users > User
Sorry I cant be more specific but I dont have access to their SFDC account to check, I just did it on the fly
