Does anyone has experience with the tapi wav ?

I've a customer who has developped a app where they click on a button the app will take a line and play a message.

I think i need the tapi wav driver.
Do i need the 3rd party licence also ?
Is it the licence i need.

I found this in the doc: each WAVE user will require a wave driver licence instance to enable media streaming to that user.
One wav lice is 4 channel, does it mean that one licence can activate 4 users, or do i need 1 licence per user ?

actually they use the "free" drive but it take a line on a phone which is not what the customer need .

You used to get 4 WAV User licenses with the CTI Link Pro.
I think that in later version they are no longer included, at least not on server edition.

It's buggy at best =)
Some 3rd party voicemail used this before SIP were a thing.

Yep CTI Link pro will be required for third party integration, the WAV user licences are no longer required at 10 and above (at least on server edition). Avaya's Powered By Hosted offering includes this licence for free - in fact the licencing model for the Powered by is fantastic.
