The Soe has 192K available for its CFG (the same as an IP403) so you should technicaly be able to add at least 100 IP phones (posibly more).
Obviously as you are already aware you would require a free VCM channel to talk to a not IP phone or external line (& a free VCM Channel to initaily setup a call IP Phone to IP Phone)
I was always under the understanding that the IPO could logically not address more that the maximun extensions for each box regardless of Phone Type.
EG: 406V2 - 190 Extensions MAX forget VCM usage, it would no beable to address say 200 IP Phones, beacuse that takes it over the 190 Max. I understand where the 190 comes from in regard to Digital and Alog extensions.

Have you ever tired assigning 50 IP Phones on a SOE/16 the MAX extension I thought was 26 MAX, made up of say 16 IP 8 DS and 4 Alog.
As Mr IPO says, you can create as many users as long as the config does not exceed the maximun allowed for the unit.
I have seen a site with well over 500 users and 400+ extensions without problems on a IPO 412.
The official AVAYA statement is : no more then 360 extensions / users.
