IPO not detecting inbound ring voltage

I have a customer where we just removed a Partner system and installed an IPO R8.1.56 with VM Pro. The issue that I am having is that they have an OPX line that originates from their main facility and it is ringing the IPO intermittently when someone calls that number. The phone system at the main facility is an Avaya G450.
I checked it with my test set and the ring cadence is different that that of a normal POTS line. Instead of a long ring with a pause in between I am getting two short rings with a pause.
I cannot imagine that the ring voltage is too low as the Partner system was ringing just fine when someone called that number.
I spoke with the CLEC to see if they may be able to massage the ringing, but they told me that it is just a dry pair and that they are just sending what they receive. Any suggestions? Thank you and Merry Christmas.
 
Did you run the automatic line impedance match in the analog options?
