IPO CALL Transfer issue 1

Hi all,

I have an issue and need some help please...

Scenario:

On IPO extension 999 if the 1st call comes in and is answered and a 2nd call is coming in the user at this extension can simply hit transfer even before the 2nd call is answered this will give the options to send The 1st call to the desired extension.After the transfer is completed the user can now answer the 2nd call

However ,

If the user at extension 998 is on a call and another call is coming in the user hits transfer nothing happens. The 1st call will have to be placed on hold then the second call is answered .If the user wants to transfer the 1st call they can now go back to that call then hit transfer ....voila it will go through only now.

Has anyone seen this before.
