IPO 500 V6.0 needs to be connected via Sip Trunks or IP Trunks to a Panasonic NCP 1000

My customer just bought another company with a Panasonic NCP 1000. They want to connect an existing IPO 500 v2 6.0 to the Panasonic for 4 digit dialing between sites. I'm completely new to SIP trunking on the IPO. I know I'll have to get SIP licenses and an VCM card for the IPO, plus shortcodes etc to get the IPO to send calls, plus anything I'm not aware about. The customer has set up a VPN between sites. Will this VPN work for SIP or do I need to get a carrier involved? I'm just starting to study the documentation on SIP programming, but any help and direction will greatly be appreciated.

Busy indicators between sites is not important so if his can be done via H.323 Trunks, I think I'd rather do that. I'll just need voice networking licenses, short codes, ip address of the Panasonic etc., right?

You still need a VCM card.
I would go for SIP.
