IPL health

Rls 5.5....CP-PIV
Cannot SCPU.
When I Stat CPU they read redundant and health is the same but the IPL health is 2 on Core 0 and 0 on Core 1.
This is the message I get "local ELAN health is better than remote."
I have researched IPL and come up with nothing.
Any assistance is appreciated.

I would split the cores, this will make the inactive side sysload. Have a terminal connected to this inactive side and make sure it does a clean sysload. After that I would join them and then try your SCPU.
