IPK II ext to voicemail issue

I have a strange problem with 1 ext. When a DIL calls comes in for this particular ext it will not goto voicemail. It starts bouncing around to different exts. I verified the BNA in 24-09, verified the ext has a voicemail box, double checked the line to makes that part was right, reset the phone system..... just keeps bouncing the caller to other exts if that one particular ext doesn't pickup.
They are using IN-Mail FYI...
