IPK: Different LD Carriers for Overseas vs Domestic

We have an NEC IPK Elite with a PRI. I'd like to use two different long-distance (LD) carriers, one for domestic calls and one for international calls. Is this possible? Ideally the system would route the call based on the first few digits dialed (1 or 011). An alternative would be to have users press "9" for local and domestic LD and, say, "7" for international LD. (Presently, callers press "9" for all calls. the PRI provider handles local calls, and an LD company handles the rest.)
 
This can be achieved by simply using long distance access code for another carrier. Your best bet would be to negotiate a rate with a carrier then use the carrier pic code as the leading digits when making outbound calls.

this is the only way you will get off of your current carrier network onto another carriers network without having your system provisioned for additional outbound resources.
