ipfliters and nat limit uploading speed for ftp site

i am running freebsd 4.6.2 with ipfilters and Nat is there a way that i can limit the bandwidth on a port i share stuff out on ftp but it kills my connection i way to limit the bandwidth for anything that is being uploaded on port 21
