IPF / ipchains for windows?

Anyone know of a firewall prog for win2k that functions like bsd's ipf, or ipchains? Something that keeps all the firewall setings like the denys and allows in a flat text file, preferbally formatted like ipchains or like a router, where you have 'permit icmp any any' etc... ?

Try the command line tool for ipsec which looks like it will do the trick for you.
