IPECS-MG 100 CO line COS

Hello all,
I'm new to ipces mg 100. I want to ask about two issues:
1. Can I access directly to a CO line without dialing the CO group Number at first?
2. Normally to make to CO line able or enable to dial number we chek the Toll Execptiopn table then we affect a COS type to the line range. Actually, I tried to make the line enable to call number starting with the number "2" .. but it does'nt work. The line still able to call phone numbers starting with 2.
Can anyone help me?
