I need to add some rules to a linux box running IP chains as a firewall. I have no experience of chains but a lot of experience of other firewalls.

Can anyone answer the following?

1 I need to allow a number of ports both incoming and outgoing (all tcp)
2 Do I need to set up masquerading for all new rules?
3 Does the order of the rulebase have any effect - ie is it top down?

And what is the syntax?

I really wouldn't bother with hand-typing a firewall when there are plenty of utilities to manage firewalls for you.
