IPC-VC what kind of board is it?

I have found a board IPC-VC.
I have some questiones
- what kind of board is it, what is possible with it?
- which CPU-Package is requiered?
- which package or no is requiered for board?
- which or no licenses requiered?
- which signallings are given?

I have since some years only a little bit with sopho-systems to do. My newest manual-cd is from 3/2004.

I hope, someone can help me.
