I would be very suspicious, or at least surprised, that a system proclaimed as so reliable would require that a card be reseated just to activate this addition.
However, I’ll take a guess and say they mean the ALIC/DLIC card associated with the new LACs? Were there any new lines you had to connect to the system? Those lines would have connected to a specific hardware “card” – and that would be my guess as the thing that needs re-seated
