IP500 IP Office Manager Avaya 9620 VPN issue

Hi guys, we have a small call center using an IP500 switch. I have Digital 5410's in the office working great. I also have home agents using VPN phones. 5610SW IP and 4610SW IP phones connecting to a Cisco 5510 without issue. I purchased some Avaya 9620 phones and have enabled VPN on them. Whats happening is that once a few of the 9620 phones log in (VPN) they all start to reboot (just the 9620's) the 4610 and 5610's are unaffected..I've contacted my supplier (Avaya partner) and they say it's not a license issue. They don't know what it could be and want me to bring a phone into them to test? I don't have the luxury of waiting for that. Any ideas? One question I had is that I have one user/password setup in my 96xxvpn.txt file that all 9620's use..Is this a problem? I cannot change the user on the 9620 once its logged in (the change option isn't there)..Any help is greatly appreciated.
