ip401, fax forwarding on busyNoAnswer doesn't work

Hi,
I have ip401 with two analog lines that connected to faxes. User wants one fax to be forwarded to another when it's busy or down for some reason. I tried to enter the ext of the second fax (5094) into "Forwarding" tab and check both buttons - "Forward On Busy" and "Forward On No Answer". Now, when I call the first fax and monitor the call in the CallStatus I see the call going back and forth between two faxes and none of them is answering. Am I missing something?
Please help.
Another question is from my (not the use, but I suspect they will ask it at some point). Can it be made that both faxes back up each other? (Forwarded to each other)?

make a fax group that is linear and put them in order, them make another fax group and put them in the other order into it tehn point the incoming call route to these faxes.
Ensure that you have the fax machines set to answer after 1 or 2 rings and no funky combo fax-telphone stuff but real fax machines. If you have combo machines make sure you don't have them set to listen before answering because there is no CNG signalling coming through until the fax picks up.

BUT

if you see in the System status that the faxes get calls and ring back and forth make sure that you get ringing by plugging in an analog phone and also make sure yuo use the correct ports.
