any one know if the IP400 supports ROB BIT ouput
??

Guess not, read all in the toolkit about T1 lines, maybe it's there.

non-PRI T1 (24 voice channels) is robbed bit by definition. As long as you set the line subtype to T1 and not PRI, you will be doing robbed bit signalling.
