IP2004 on VPN

I'm setting up a couple of IP2004s to connect back to a BCM 400 4.0 over a VPN. We're almost there except for the fact that there's no PBX dial tone to be had on the IP phones and yet everything works. Pick up the phone and ext to ext calls work and outside calls work as well. Except for the no PBX dial tone issue. The same IP phones when on the LAN, work fine.
any ideas? maybe a patch but I've found nothing in the database that refers to this problem.
 
yes phone rings when called, and you hear ring back when calling.
 
Make sure that all your TCP and UDP ports are allowed between the VPN's. In other words check your Access Control Lists in the Router between the VPN's to make sure they are not restricting any TCP or UDP ports involved in the communication paths. All of the communication TCP and UDP ports are listed in the BCM books and there are quite a few that need to be checked. Make sure there isn't a firewall setup between the VPN's also. IF you need to, you can use a free application "Wireshark" off the web to sniff the data switch ports connected to the phones and BCM by going into the data switches to turn on "port mirroring". Connect a laptop with Wireshark activated to the data switch. Then port mirror the phone ports and the BCM port to the laptop port. Then filter for the MAC addresses of the mentioned devices and you can decipher the failure points. If there are seperate data switches involved then you may have to involve more than one laptop for data stream capture.
