ip vs. name

not sure if this is apache or the cgi I'm running but when I view logs it is showing blah.blah.com instead of 123.123.123.123
I like to use the ip's as they are easier to block on the firewall *i.e. code red etc* than stupid.personwith.virus.com

Find the following and change it to off.

HostnameLookups On

strange enough I have 2 areas

one is a vhost the other is in the htptd.conf earlier

both are

HostnameLookups Off

yet I still have resolved names in the logs??
