IP Trunks error

I want to setup an IP gateway in Resources-Telephony Resources-IP Trunks, but i cannot see anything when i select IP Trunks, then H323 tab. I am getting the following error,

ERROR: Error happened. Error Detail: Device component is restarting. Please wait 5 minutes and try again.

What might be happening and how best to correct the system.

Go to services and restart FEPS

Dasheen, FEPS did not restart and it cannot restart. The status is set to stop. Below show a list of services that is also stop.

IpTelProviderAgent Enabled Stopped
apcupsd Enabled Stopped
feps Enabled Stopped
utps Enabled Stopped
voicemail Enabled Stopped
