IP sets getting IP but not registering 1

I have a new BCM400 4.0 and trying to set up IP phones using DHCP. The phones (1-2002 and 1 -1140E) pick up an IP address but do not register. I get the "Server Unreachable" message. I get the same on both sets. It looks like it cannot locate the S1 server, which is the BCM IP. Any ideas.

Unless you are using the BCM for DHCP, then the IP phones need to be manually configured to use "partial" DHCP rather than "full".

I was successful in manually configuring the 2004. I cannot get into the 1120e. I reboot, hit the 4 softkeys left to right after the Nortel logo and nothing happens. Is there a step I am missing?
