IP Routing Bandwith Throttling?

Hi Everyone,

I have a question, I have a small network with one 1024/256 ADSL connection.
Currently there are 4 computers + Server connected.
For this I used the Windows 2000 Server, with Routing and Remote Access and NAT.
Now I have this problem that some of the Users are using all the bandwith for the internet connection.
This is beacasue of download managers and such programs.
I don't mind people having them running, I mean the others can also install a download managers and the odds are even.
Now the problem is that it is not possible to listen to streaming contents, as this applications can not open multiple connections.
So I was thinking about creating some kind of bandwith throttling on the Server.
So for example all users have a minimum % of the bandwith available at all time. So for example:
Every user gets a minimum of 15% of the bandwith. this adds up to 60% when all 4 users are using it. This leaves 40% Extra, that is "available" if no one is using it or alternativly as Admin traffic.
But in case that one user is not using his 15%, it get's put into the others "Available" traffic.
With this it is possible to prevent one User to "Steal" all the traffic, and guarantee that all users always have a minimum traffic.
Is this possible in Windows 2000 Server?
Or is there some 3'rd party software that can do this?
Other solutions are of course also welcome.

That was my 25cent** of opinion.

** Inclusive Intrest, tax on interest, Genral tax, Enviromental tax, Tax, and tax on intrest, tax on fees, tax on tax, and other Various taxes and fees.

I was looking at a similar problem and found that there wasnt an inbuilt throttle for this problem.
Use WinGate or similar as proxy, it has throttles built in to it.
