Can I use port forwarding to connect IP Phones to a BCM400 that is on a private network using NAT or will it only work if I connect with a VPN?

If so which ports?

According to Nortel. IP sets will not work unless you use a VPN. I have tried setting the S1 IP address on the IP set to the Public IP of a BCM and the phone will come up but there will be no talk path.

if you NAT the right ports it is possible using cone-NAT

it's 4100, 5000 and 5100
but you should have a look into the NTPs, there are all ports listed.
