Is there a VoIP phone system that will allow IP Phones to access their local 911 LEC? Will the Nortel BCM System do this? If not can anyone recommend another system that will allow this to be done?
Unless I misunderstood the question, its not the phone system, or switch, that controls access to your local Public Safety Answering Point (PSAP), but rather your service provider. VoIP systems connect to the PSTN and like any other PBX or KEY system, access the same exchange. Now, if you are using a VoIP provider, like Vonage or the like, THEN you have something to inquire about.

To add to John's point. It's not the phone the connects to local 911 it is the VoIP phone system. There needs to be local gateways registered to the callmanger and specific route patterns built for 911 or 9.911 depending on your dial plan that instruct the callmanger to send the call out the local gateway.
