Does anyone know if the Cisco IP Phones have implemented the standard set of telephony features using SIP?

Yes you can register a cisco phone using SIP and get the same exact features as you would get from a SCCP registered phone.

You need CallManager 5 or later though. CallManager 4 only supports SIP trunks.
I'd be keen on seeing peoples experience with SIP handsets on CallManager. I configured an Asterisk server last year to test a SIP trunk connection with CallManager 4 which all worked fine. I needed some handsets registered to the Asterisk server though to prove end-to-end connectivity and noticed there was no failover mechanism with the SIP handsets - i.e. when I shut the Asterisk server down the handsets still looked like they were registered. With SCCP there is a constant keepalive mechanism between the handsets and the server and you know when the server is down.
