IP Phone with API

I am looking for an IP Desk Phone that has some kind of API. Ideally a web API that allows for making and receiving calls (or at least the ability to query the phone status to see if a call is coming in).

I see that Cisco phones have an API. Do the Cisco's have the ability I'm looking for? Are there any other brands that are cheaper that can do the same thing?

Any one with any insight into this, would be much appreciated.
