ip phone voice cut off with high round trip

Hi guys,
I have a IP office 7.0 customer.
Yesterday power is down.
When the power is back, all the ip phone which connect to a switch connect to Lan1 get the quality issue.
I check the system status and found the round trip is very high around 500ms.
I replaced the switch and vcm card without luck.
Please help me and give me some idea.

work with you data guys as this is most likely a network issue, maybe a reboot of the data switches will work just saying

acss sme acis sme acss cm 5.2.1 acss cm and cmm acss aura messaging.

we have separate poe switch and already been replaced to a new one without luck.
