IP Phone unregister

Hi,

I have some IP Phone power off. They are defined in CallServer but they aren't register in Signalling Server (CallServer unregister).

Why I get call tone when I call to them ? I would like get fast busy tone, they aren't connect.

What is the problem ?

Opposite to Cisco IP Phones, Nortel ones doesn't appears as "not here" when not registered. Then forward no answer apply.
