IP phone unable to make calls

Hopeing somebody can help with this

I have a IP office system that is used mainly for digital phones.

We have purchased one IP phone we want to use for a home user which is a 9608 which is set-up and working fine over a VPN.

The phone logins into the system fine but when i try and make a internal call i get unobtainable or if i try a external call i get waiting for line

Can anybody help with what the issue might be

Did u build and extension or just a user

Is it still in no user mode???

Does it say login on the main screen??
