Im not to familiar with VoIP yet. Is it possible to purchase an IP phone that can dial another IP phone? No VoIP Server involved ? If so what phones are cheap to do this with?

at least you need a VOIP gateway to communicate you need a gatekeeper VOIP, this is a built in tech. in VOIP switches.
computer to computer call can be achived without any additions as VOIP, if you find an IP phone which is has that built in software inside it may work.
