IP Phone running on a different VLAN from the Controllers

I have two MXe III on Cluster, and the controllers are on different VLAN699 of IP 10.182.102.130-157,Subnet- 255.255.255.224 Gateway 10.182.102.129 and the IP phones on another VLAN601 of IP Range 172.16.0.0- 254, Gateway 172.16.1.1.I am pointing to a PABX Core Switch with IP 10.182.102.158, All the IP phones were setup static on the phones, DHCP is not ENABLED but the phones are not registering. what can I do to achieve my aim. Attached below is my setup. Is there any other thing I need to setup on the DHCP option?

Voice VLAN ID on the controller needs to either be the VLAN ID of the controller if the switchport is using 802.1Q tagging, or 1 if the switchport the controller is talking to is untagged.
