Ip phone display says "moment please"

What can be the case with Ip phone (DBC425) displaying two lines, saying:

User not logged on
Moment please.

But the moment lasts forever. I do not get the usual logon screen.

I have some additional info:

I log on to the phone using telnet (by vxworks).
Is see alot of info and one of them i cant interpretate:
The reason for the logon reject is 1.
Where can I get more info about these data?
Who knows the reason 1?
