ip phone congetion during outgoing

hi
i usinmg md110 bc12 system there is an ip extension 1395,when i call this extension call establishesh,but when i call from 1395 to other internal or external number it shows congesion.
i changed instrument ,ip,gatekeeper but problem is still as it is


plese help on this
