What are the step to be taken when connecting a new IP telephone to my BCM?

I licence for 16 IP phones, I have 8 working IP phone but for some reason when I connect another phone it keeps saying cannot find server.

u have to assign dhcp or a static ip to each set. set ip, s1 ip, s2 ip...

Look in to another phone and match the programming.
