We have a IPS 2000 and one of our IP phone is always fast busy when we lift the handset.There is no call forwarding set. I cannot find the problem. I can still make a call with it but the dial tone sounds like there is call forwarding set on the phone.I have tried another phone with no success.

Sounds like you have stutter tone for message waiting. Check CMD 482>12> It should be set to 1 for dial tone and not 0 for special dial tone (stutter tone) for message waiting.
