I think the article is a little misleading. It is not that you have a choice when buying a pbx to not get it IP enabled. Manufacturers even price the IP PBX's lower than just to entice you even more.

Your right on, the article is very misleading!
You do have a choice! We just purchased an AVAYA Prologix
G3si V12, or as AVAYA likes to call it CM2.2. Sure the good folks at AVAYA would like to sell us the IP stuff, but the last one we bought crashed 5 times in 5 months! We had that one replaced with a "traditional" Prologix and it hasn't as much as skipped a beat..
The Prologic is a great system for the right environment. Just as the Definit is. Very stable. In my opinion Voip is the way things are going to go. I don’t see anything that is going to stop that. And it would not surprise me that more VOIP system are being sold. Even taken into count that most the new system sold my be setup using normal trunks, they are able to use VOIP.
The big telecom carriers are switching there long haul stuff to IP, and are offering IP trunks at the PBX side. But there are a lot of site that have not need to make leaps to IP, ether on the trunk side or the station side, a) when own the PBX, why pay for a new one, and replace all your phones. B) Normal trunks & LD cost are so low why invest in the equipment need to use IP trunks.
But with a new site, everyone would have to look at all the options, VOIP can work. But it needs to be thought out very well.
