I have a fresh install of IPO server edition running. I installed with Avaya ova file. When I add the default gateway to the system the IP Office service crashes and won't stay running. With no gateway the server runs fine. The only error I can find is [ScoketControl.cpp.296] Bind issue ::98. The only thing I find on this is about Dup IP address and I know my IP is good. Any help please!

You have two lan interfaces and you should only program one default gateway.
Be sure to use the right one.
Also check your IP routes in the SE as this is the same as in the settings of the webcontrol.
I struggled with this one too in the past.
