IP Office: Outbound calls to specific area code result in fast busy signal 2

Hello,

I've come across an IP Office issue I can't seem to figure out. I have an IP Office 500 V2 attached to several POTS lines. Dialing out on these lines works fine, except when trying to dial a specific number/area code. The number in particular is 469996XXXX. We have ARS configured so that it routes the calls out after dialing 9 to reach an outside line. In the logs, this appears to be happening when users dial this number but they still receive a fast busy signal. Dialing the same number from a cell phone goes through as normal.

I'm not very good at understanding the log, but I've captured it and attached it. From what I can see it looks as though it's finding the correct ARS route and routing the call as normal. It even appears to connect the call just fine, etc. Any thoughts or help much appreciated. If I need to provide any additional information, please just let me know and I'm happy to do so.

I would take a test set and go on the analog trunks directly, if it fails then it's a line provider issue

I would take an analog phone connect it to the directly to the line, bypassing the system, and verify it isn't a provider issue before getting to deep into why you cant make these calls.

I've considered that as well. I will try that and get back with you shortly.
 
Yup, looks like it is a carrier issue as dialing the same number outside of the phone system produces the same fast-busy signal. Thank you guys for your time.
