IP Office in Delhi

I am an IP Office instaler in Toronto, Canada and I am looking for someone who is qualified in Delhi. My client is setting up a small call centre there and I would like to hotdesk some IP phones to the office in Canada. I need two things: Someone to facilitate the install there AND some advice on decent ISPs there in order to get a good static IP for routing.

Anybody?
