IP Office 9608G Off-Hook Relay Activation

I have a customer that has an IP Office in a dispatch center. Their radio vendor is requesting an off-hook indicator such that when the dispatch phone goes off-hook, it will activate a relay and force their audio from radio to phone in their headset. Has anyone else had to do this and is there a device out there capable? I'm being told by the radio vendor that there is an IP based device that will do this.
