ip office 500v2 sip trunking question 1

I am hoping that I can get some help with a dialing issue.
My sip provider is set up for dialing 1plus for all numbers in all area codes.
example dialing 19185551212 would complete the call successfully in our area code.
Local carriers like ATT would require 9185551212 for successful call.
We would like to have the system call local 918 with out the user adding the 1.
Do I need to build an ARS table to make 918xxxxxxx dial 1918xxxxxxx.?
Tried a few different things but I am no pro on short codes.

I have also noticed that I am not getting a secondary dial tone after dialing
My access code 8. I have it selected in my routing table.
Carrier is SipTrunk if that helps.
