IP Ofc500 Partner mode \ paging

IPO 500 (7.0.5) Essential edition\Quick mode
combo card
x17 (2nd analog port set as loudspeaker paging), I get "number busy" when pressing assigned page key, or dialing 17 or 70?

Any help?

Do you have a shortcode that is set to dial paging?
You cannot call a paging port.
Did you put a butt set into the paging port set to talk and it worked?

got it, I was testing with my butt set to monitor, once set to talk OK. Thx Joe

Customer had a Merlin 410 with a Page Pal (which I thought would put the same "load" on the page port as my off hook test set did when testing). Still get a line busy error message when trying to access page.
Do I need to add an UPAM?
