IP Connection is Busy (Under networking information)

IP Connection is Busy

one of the sites that we are linked in to is saying that the IP connection is Busy and its highlighted in yellow under networking information.
Because of that one site cannot call the other. I have tests the VPN its all fine.
Any thoughts please guys.

does anyone know how to set up G.729 for the digital phones over the VPN please.
