IP Agent v4 - kicks the 1st connection off?

I have two identical PBX. One on site A and one at Site B. Both are 8700 v2.0, both have plenty of IPA Licenses each.

The issue I am describing is the same on both sides:
Three Agents can login from site A to Site B no problem, and visa versa. When the fourth logs in, the first connection gets kicked off. This is the same if reversed B to A.

Anyone ever see this before?
