IP address posibilities for ISP DHCP

Hi, I search a few keyworks and found no related posts.

I have two ISPs. One is barrettxplore.com the other is charter.net. They provide DHCP assigned dynamic IP addresses. I asked barretexplore "what are the various posibilities for the first number of my dotted IP address"? They responed: 207 or 72 or 74. I have seen 208 on occasion.

I asked charter.net the same question but they were not, by any means, able to wrap their minds around the question. They locked-up like an HP laptop. I have seen 68, 66 and 24.

Is there a database that provides the various blocks of IP addresses reserved for use by ISPs, etc?

My brother works for Charter---24 and 72 I believe are two of them.

One more thing---they may lease from another company (like Telenet or ARPA...lol...j/k) and provide the line at price or overhead...
