IP Address Conflict causes address to be unuseable

I had a public ip address conflict between one of my web servers and a desktop. Now nobody outside of my network can access the web server ip address. If I attempt from an IP in the same pubic block it works for me. The web server has an internal 12.x.x.x ip on one Nic, and a 175.x.x.x on the other. The 175 address is static to a public IP on the firewall. I've tried clearing the xlate, removing my access-lists, rebooting the machine, and even removing and re-applying the static command, but nothing. If I change the public IP to something different it work fine. I know the web server is fine, because it works internally and if I give it a new ip address.

Any help or suggestions you could offer would be extremely appreciated.

a) you should take a look at your IP allocations to ensure there is no continuing conflict.
b) This sounds like a firewall issue. Check you have the appropriate port forwarding in place.

The web server has an internal 12.x.x.x
Tradionally, internal addresses should be:
class A - 10.x.x.x.
class B - 172.16.x.x. - 172.31.x.x.
class C - 192.168.x.x

You should consider moving your 12.x.x.x server to a 10.x.x.x. server.
